Hello Brother,

I have a question about this. When do we say that all is all, or that all is not all? How do we decide which is which? Is all used in the figurative sense all the time or just some of the time? For example Rom. 3:23, "for all have sinned and fall short of the glory of God,"
Is the "all: figurative in this context?
